The Federal Maritime Commission (FMC) announced a forthcoming final rule on unreasonable carrier conduct during a recent congressional hearing. With fines totaling over $2.8 million in FY 2023, the FMC intensifies enforcement efforts, marking its busiest period in history.
STRENGTHENING ORGANIC ENFORCEMENT FINAL RULE
The USDA National Organic Program (NOP) implemented the Strengthening Organic Enforcement (SOE) final rule, enhancing oversight for organic products. Effective March 19, 2024, importers must comply with updated regulations, including certification expansion and enhanced inspections.
TRUCKERS MAY NOW CHOOSE CHASSIS PROVIDERS
The FMC ruled against ocean carriers requiring specific chassis for shipper-controlled transportation. Upholding the 2023 decision, the FMC affirms motor carriers’ right to chassis choice under merchant haulage agreements.
DEMURRAGE AND DETENTION FINAL RULING
A new final rule by the Federal Maritime Commission (FMC) addresses obligations for demurrage and detention billing by marine terminal operators (MTOs) and common carriers, effective May 28, 2024. This rule aims to improve billing accuracy and timeliness in the logistics industry.
