The Canada Border Services Agency (CBSA) Assessment and Revenue Management project, or CARM, is a business transformation effort which is being implemented over 2021 & 2022. Its aim is to ease trade compliance and improve the use of data analytics to optimize business processes between the Canada Border Services Agency (CBSA) and its clients.
Once it is entirely integrated, this initiative will streamline the overall importing process, grant importers self-service access to their information, provide a sophisticated interface for importing into Canada, increase the uniformity of compliance with trade standards, and lower the cost of importing into Canada.
Registration is now open to importers and customs brokers. This initial enrollment phase of the project is referred to as Release 1.
CARM Release 1
During CARM Release 1, importers should focus on registering their organization in the CARM Client Portal (CCP) and reviewing the new Release Prior to Payment (RPP) standards for the second phase of the initiative, CARM Release 2. The CCP has limited capability as of CARM Release 1, with the majority of functionality becoming available during Release 2.
CARM Release 2
With CARM Release 2 (Spring 2022), the CBSA will require all importers who want to participate in the RPP program to enroll and post security with the CBSA.
Also, at this time the CPP will become available to all other remaining trade chain partners, and additional features and benefits of the program will be accessible.
