UPDATE AS OF MARCH 22, 2022
On Tuesday, March 22, 2022, Canadian Pacific Railway Limited (CP) and the Teamsters Canada Rail Conference (TCRC) – Train and Engine Negotiating Committee have agreed enter into binding arbitration after CP implemented a lock-out over the weekend. CP will immediately begin working with customers to resume normal train operations across Canada as soon as possible.
“CP is pleased to have reached agreement with the TCRC Negotiating Committee to enter into binding arbitration and end this work stoppage,” said CP President and CEO Keith Creel. “This agreement enables us to return to work effective noon Tuesday local time to resume our essential services for our customers and the North American supply chain.”
On Wednesday, March 16, 2022, Canadian Pacific Railway Limited (CP) issued 72-hour notice to the Teamsters Canada Rail Conference (TCRC) Train & Engine that it will lock-out their employees starting March 20th since the two groups have not been able to come to a negotiated settlement or agree to binding arbitration.
Federal mediators have been trying to help reach a new agreement since last September in hopes of avoiding a labor disruption. However, after the TCRC rejected the latest offer because of issues around wages, benefits, and primarily pensions; CP decided to move forward with the work stoppage contingency plan.
“For the sake of our employees, our customers, the supply chain we serve and the Canadian economy that is trying to recover from multiple disruptions, we simply cannot prolong for weeks or months the uncertainty associated with a potential labor disruption,” said Keith Creel, CP President and CEO. “The world has never needed Canada’s resources and an efficient transportation system to deliver them more than it does today. Delaying resolution would only make things worse. We take this action with a view to bringing this uncertainty to an end.”
TCRC represents approximately 3,000 locomotive engineers, conductors, train and yard workers across Canada.
