Effective June 28, 2021, all imports of certain aluminum products will need an entry-specific license to complete the Customs and Border Protection (CBP) entry summary in accordance with 19 CFR part 361.
The new requirement applies to a specific set of HTS numbers for aluminum and aluminum products:
- 7601
- 7604
- 7605
- 7606
- 7607
- 7608
- 7609
- 99.5160
- 99.5170
If this sounds familiar, it was originally scheduled to go into effect on January 27, was pushed to March 29 by the Department of Commerce, and subsequently pushed again with a Go-Live date of June 28, 2021.
HOW TO APPLY
The new licensing requirement applies to all entries for consumption and entries for admission into Foreign Trade Zones (FTZ). It does not apply to informal entries or other non-consumption entries, such as bonded warehouse entries or TIB’s.
The Aluminum Import Monitoring and Analysis (AIM) licensing system is the online automatic system provided for users to register, apply for, and receive licenses. The licenses will be issued automatically after completion of the online form.

Importers or their Customs brokers may apply for the aluminum license. The broker is able to apply for the license at the time the entry is being prepared; however, this means all required information must be listed on the commercial invoice or otherwise provided timely to the broker.
ALUMINUM LICENSE DATA ELEMENTS
Most of the information required to complete the license is already included on the commercial invoice and packing list used to create the Customs entry:
- Importer Name
- Exporter Name
- Manufacturer Name
- HTS Number
- Quantity in KGs
- Customs Value
- Country of Origin
- Country of Export
- Date of Export
- Expected Date of Import
- Expected Port of Entry
There are three less-obvious data elements that will require input from the importer:
- Country where the largest volume of primary aluminum used in the manufacture of the product was smelted
- Licenses may state “UNKNOWN” up to DECEMBER 23, 2021
- Country where the second largest volume of primary aluminum used in the manufacture of the product was smelted
- Licenses may state “UNKNOWN” up to DECEMBER 23, 2021
- Country where the product was most recently cast – where it was last liquified by heat and cast into a solid state (either a semi-finished or finished product)
- Licenses may NOT state “UNKNOWN” or “Not Applicable” for this field.
